That's what I like in your pictures: they tell stories, but WE have to imagine how they end..
To answer to your question:In France, navy, as well marchant or military, is very organised since many centuries. the french coast is divided into "maritime quarters" (quartiers maritimes). Every boat and every sailor/ fisherman is linked to one of those quarters. Those quarters are bigger than our departements; So it's normal that boats in Saint-Tropez have a number of Toulon, as the small port is linked to the biggest port of the quartier.
Things worked this way until 2009, now it's much simpler.
